Does Theo do what my own resident portly cat Maggie do? When she's taking a bath, she will sit with her hind legs spread and lift her fat tummy with one paw while she washes it. I've never seen a cat do that!
So it seems to me that this is the solution to the global energy crisis.
A long line of kitty bellies just laying there waiting to be scratched, and a series of humans on freewheeling treadmills trying to get to them. Harvest the energy from the treadmills, and you have an infinitely renewable energy source. And it's entirely scalable, since you'd give the cats days off, when they could make more cute kitty bellies...
